Guidance on the notices and declarations required throughout your Build Insight building control project.

Four stages of notifying Build Insight
Keep Build Insight informed at the key stages of your building project – from before work starts through to completion.
Stage 1
Notice before starting building work
Regulation 15(1)
When: At least two working days before building work is due to start.
Who: The person carrying out the work.
Tell Build Insight that work is about to begin and provide the intended start date.
Stage 2
Notice of work regarded as commenced
Regulation 15(2)
When: Not more than five working days after the work reaches the statutory commencement stage.
Who: The person carrying out the work.
Confirm that the work has reached the stage at which it is regarded as commenced. Build Insight may review the information and confirm whether the commencement threshold has been met.
Important: Building Safety Levy requirements change from 1 October 2026 and may require additional information for certain residential projects. Build Insight will confirm any project-specific requirements.
Stage 3
Notification of dutyholders
Regulation 17
When: Within 14 days of the relevant appointment, and whenever an appointed dutyholder changes.
Provide current contact and appointment details for the project’s principal designer and principal contractor, including outgoing dutyholder details where applicable.
Domestic client notification
The appointed principal designer or principal contractor may need to give the relevant notice to Build Insight on behalf of a domestic client.
Non-domestic client notification
The client must notify Build Insight of the relevant appointment. Where someone submits the notice on the client’s behalf, client confirmation may also be required.
Stage 4
Completion compliance declarations
Regulation 18
When: On completion of the building work and before Build Insight can issue a Final Certificate.
Who: The client, together with the relevant principal or sole contractor and principal or sole/lead designer.
The declarations confirm completion of the work and each party’s compliance with their applicable responsibilities. If a required contractor or designer declaration genuinely cannot be obtained, the client may need to explain why it is missing.
How to return a downloaded form
- Download: Choose the relevant approved form above and download a copy.
- Complete and save: Complete all applicable sections and save a copy using a clear project filename.
- Email it to Build Insight: Send the completed form as an attachment to technical@build-insight.co.uk.
The email button opens your email application but does not attach the completed form automatically.

Timely notifications help Build Insight supervise the work, maintain an accurate project record and, where all applicable requirements are satisfied, issue the Final Certificate.
